The Rio de Janeiro State Government has imposed a fine of over R$ 400,000 on the Fla-Flu Consortium due to failures in the conservation and cleanliness of Maracanã Stadium.
Flamengo and Fluminense, who manage the Maracanã through the Fla-Flu Consortium, are facing a legal dispute with the Rio de Janeiro State Government. Recently, the state administration issued a fine of R$ 401,217.48 to the concessionaire, citing non-compliance with contractual obligations regarding the maintenance and hygiene of the sports complex.
The penalty amount is equivalent to 2% of the annual grant fee paid by the clubs, which is around R$ 20 million. However, the Fla-Flu Consortium has already filed an administrative appeal, which has temporarily suspended the collection until a new technical analysis is completed by the competent authorities.
Origin of the penalty and audit
The punitive measure is based on a 2025 report prepared by an independent audit that monitors compliance with the goals of the Maracanã concession contract. The document highlighted a lack of documentation for essential services and recurring issues with the structure’s preservation.
Furthermore, failures in the cleaning of the stands and internal areas had already triggered warnings in previous reports. In a statement, the State Government confirmed that the case remains under review by its Legal Department, noting that “there has been no final decision on the matter” at this time.
Impact of the management contract
The management of the Maracanã is a central issue for the Rubro-Negro board. The contract provides for a scale of punishments that begins with simple warnings, evolves to proportional fines, and, in extreme scenarios, could result in the loss of the concession. Oversight has become increasingly strict, especially with the planning of structural renovations for the seating, aiming to prepare the stadium for the 2027 Women’s World Cup.
During work meetings held on September 18 and September 23, the CFGO team warned Fla-Flu Serviços SA about the unacceptable cleaning conditions in which the stadium was being presented for matches, the official document details.
