The Rio de Janeiro Public Prosecutor’s Office has launched an investigation into alleged overcrowding at Maracanã, notifying Flamengo and Fluminense to provide clarifications regarding ticket allocation.
The Rio de Janeiro Public Prosecutor’s Office (MPRJ) has initiated a rigorous investigation to verify potential irregularities involving overcrowding in sectors of the Maracanã stadium. The inquiry focuses on matches played by Flamengo and Fluminense between December 2025 and August 2026, a period during which authorities identified evidence suggesting that the number of tickets issued may have exceeded the maximum capacity permitted in specific areas of the stadium.
The measure aims primarily to ensure the well-being and physical safety of fans attending the main stage of Rio de Janeiro soccer. With the process underway, transparency regarding crowd capacity management has become a central point of debate between authorities and the stadium’s management.
Notifications and deadlines for clarification
In addition to Flamengo and Fluminense, which manage the stadium through Fla-Flu Serviços S.A., the MPRJ has notified other key bodies and companies involved in match operations. The list includes Ferj (Rio de Janeiro State Football Federation), Bepe (Specialized Battalion for Stadium Policing), as well as the companies FutebolCard and Cognitive Ruptix Solution, which are responsible for logistics and ticket sales.
The clubs and entities involved have 15 days to submit the necessary documentation. The Public Prosecutor’s Office intends to cross-reference data between the total number of tickets made available—including complimentary passes—and the actual number of people present in the stands.
Impact and investigation
