Flamengo votes on statute reform to formalize professional management model

Flamengo submits a statute reform to its Deliberative Council this Tuesday, aiming to safeguard its professional management model by permanently separating political decision-making from day-to-day administrative operations.

Clube de Regatas do Flamengo is at a defining moment for its institutional future. On Tuesday (15), the Deliberative Council (CODE) is meeting to vote on a statute reform that seeks to formalize a professional management model, turning a practice the current board has been testing over the last 18 months into a permanent standard.

The move aims to align the club’s internal structure with the reality of an organization that has surpassed R$ 2 billion in annual revenue. The proposal is clear: ensure that administrative excellence is not just a management choice, but a statutory duty that remains independent of whoever holds the presidency of the Rubro-Negro.

The structure of professionalism

The project, based on studies led by Luiz Eduardo Baptista, known as “Bap,” establishes a strict division between governance and execution. With this change, the club’s daily operations will be managed by a Professional Board, comprised of executives selected through technical criteria rather than political ones.

The M360 Team assessed:

“The central premise of this reform is to definitively separate those who set strategic directions from those who handle daily operations. By doing so, we ensure the club operates like an elite company, with clear goals and independent technical execution.”

The role of the councils

Under the new regime, a Management Council (COGE) will be responsible for monitoring performance indicators and risks, maintaining oversight without directly intervening in operational decisions. The structure defines key roles, such as the General Manager and the Director of Football, whose responsibilities will be focused exclusively on results-driven efficiency.

It is worth noting that this change does not convert Flamengo into a SAF (Limited Liability Football Company). The club retains its status as a civil association, preserving its democratic structures, the weight of CODE decisions, and the integrity of its internal auditing functions.

Collective construction

The text submitted for a vote is the result of an extensive consultation process. The Permanent Statute Commission analyzed 98 suggestions submitted by members, consolidating about 75% of them into 15 blocks of amendments. This collective effort demonstrates an attempt to reach a consensus to modernize “Mais Querido.”

The approval of this reform represents a crucial strategic step for Flamengo. By formalizing this separation, the club protects itself against political interference in vital departments and ensures that, in the coming years, its governance will follow a rigorous management standard, essential to sustaining the squad’s competitiveness and the institution’s financial health within the Brazilian sports landscape.
