The expiration of Provisional Measure No. 1,394/2026 brought an end to betting operations in Brazil, forcing Flamengo to remove the Betano brand from its official kit.
Brazilian football woke up to a new reality this Tuesday (6). With the expiration of Provisional Measure No. 1,394/2026, online betting platforms were blocked nationwide. The measure, aimed at curbing household debt and gambling addiction, has had an immediate impact on the pitch, with Flamengo being one of the clubs most affected by the suspension of its main sponsorship agreement.
For the match against Santos, valid for the 29th round of the Brazilian Serie A, the Rubro-Negro will take to the field with the Betano space covered on their jerseys. Although the company maintains its contractual bond valid until December 2028, the technical impossibility of operating in the country forces the Rio de Janeiro club to make this visual transition, which has already begun to be applied to training kits.
Financial impact and legal battle
The absence of sports betting companies on the national scene creates a worrying budgetary gap for Serie A clubs, which move around R$ 1 billion annually. In the case of the Mais Querido, board estimates point to losses that could range between R$ 400 million and R$ 430 million in 2027 alone.
Given this scenario, the Rio club turned to the Federal Supreme Court (STF) to act as an amicus curiae in ADI No. 8,027. The goal is to closely monitor the analysis of Justice Luiz Fux, who holds the power to grant an injunction capable of reversing the operational block on the platforms prior to a final decision.
“The Rubro-Negro board estimates losses of R$ 400 million to R$ 430 million in 2027 due to the sports betting ban, an amount that directly impacts the club’s financial planning for the upcoming seasons.”
Withdrawal procedures and refund schedule
For the general public, the block enforced by the Internet Management Committee redirects any attempt to access the platforms to the official domain brasilsembets.gov.br. This portal centralizes instructions on how to redeem retained funds.
Following the end of voluntary withdrawals on Monday (5), the schedule follows a strict flow: between Wednesday (7) and Thursday (8), operators must send balance data by CPF to banking institutions. The period for these funds to be credited to users’ accounts runs from October 9 to October 14. After this date, remaining balances will be transferred to a specific account under the custody of Caixa Econômica Federal.
The clash against Santos at Vila Belmiro, scheduled for Thursday (8), symbolizes the beginning of this new era for Brazilian football. While Flamengo, the Brazilian Serie A leader with 60 points, deals with important absences such as Arrascaeta and Evertton Araújo, expectations behind the scenes remain focused on the STF decision. With the urgency regime in the National Congress scheduled only for November, the legal uncertainty is expected to persist, keeping the betting sector in a forced operational hiatus.
