UEFA launches platform to standardize VAR, seeks global adoption

The new Clear Line platform, launched by UEFA, compiles videos and guidelines to standardize VAR usage and aims to transform soccer refereeing criteria on a global scale.

On Monday (10), UEFA officially launched Clear Line, an innovative tool aimed at standardizing the use of the Video Assistant Referee (VAR). With the goal of reducing the margin for divergent interpretations, the organization has made a free technical library available, centralizing guidelines on the correct application of the technology on the field.

The initiative, presented by Roberto Rosetti, UEFA‘s chief refereeing officer, comes at a time of intense debate about video interference in European soccer. The tool is based on the fundamental principle that VAR should act exclusively in instances of “clear and obvious error,” avoiding unnecessary stoppages and preserving the flow of matches.

Clear Line Structure and Criteria

The platform organizes refereeing knowledge into five main pillars: penalties, red cards, attacking phase, factual decisions, and mistaken identity. Each category is subdivided into real game situations, illustrated by videos from European club competitions.

Within these topics, users will find detailed criteria for each scenario, such as ball challenges, goalkeeper actions, simulations, or handball incidents. The content not only explains the rule but also provides the pedagogical basis for when the on-field referee should — or should not — be called for a review.

Potential for Global Expansion

Although the initial database contains 150 cases, UEFA assures that Clear Line will be a living project, with constant updates and new examples being incorporated as the soccer landscape evolves. Experts view the tool’s openness to the public and to professionals from other regions with optimism.

The platform functions as a UEFA refereeing video library, offering unprecedented open access to the guidance we provide to referees and VARs to help them apply the Laws of the Game consistently across Europe.

Looking ahead, the expectation is that the tool will extend beyond the borders of the European continent. Global adoption will depend on the collaboration of national federations, which, by feeding the database with specific situations from their own tournaments, could transform Clear Line into a worldwide reference for standardizing the Laws of the Game, ultimately bringing fans closer to the logic behind video decisions.
