Chelsea have been sanctioned by the Football Association (FA) after admitting to 74 rule breaches regarding transactions during the Roman Abramovich era, resulting in a significant fine and a suspended transfer ban.

Chelsea are navigating a new chapter in their legal history following the conclusion of an investigation by the Football Association (FA). On Friday (31), the London club was fined £10 million for a series of irregularities committed in player transfers between 2009 and 2022. Beyond the financial penalty, the club received a transfer ban covering two windows, which will remain suspended until June 2027.

While severe, the outcome is viewed as a sporting relief for the current management, as the club successfully appealed to overturn the threat of a points deduction in the Premier League. The process was initiated by the current board, which, upon taking command through the BlueCo consortium, conducted an audit and voluntarily reported the discovered inconsistencies to football authorities.

Understanding the punishment applied to Chelsea

Initially, an independent disciplinary commission had imposed a suspended six-point deduction in addition to the £10 million fine. Chelsea, however, appealed the decision, and the Appeals Board replaced the sporting penalty with a prohibition on registering players during two consecutive transfer windows.

The restriction, however, will not be applied immediately. The transfer ban will remain suspended until June 30, 2027, and will only come into effect should the club commit similar infractions within that period. The FA further stated that it continues to investigate potential individual liabilities related to the case.

Details of the irregularities

Investigations focused on improper payments to agents and intermediaries between 2011 and 2018. According to the FA, Chelsea disbursed more than £23 million to seven agents who were not officially registered with the governing body.

The payments involved transactions for high-profile names who played for the Blues, such as Eden Hazard, David Luiz, Ramires, André Schürrle, and Nemanja Matić. The disciplinary commission noted that the use of companies linked to these intermediaries violated strict regulations regarding third-party involvement in negotiations.

Irregularities occurred before current management

All infractions are directly linked to the tenure of Roman Abramovich. The Russian businessman left Chelsea in 2022, following sanctions from the British government prompted by the geopolitical conflict involving Russia’s invasion of Ukraine.

The current administration led by Todd Boehly and Clearlake Capital emphasized that transparency has been a fundamental pillar from the outset. In an official statement, the club declared it had cooperated fully with the FA, providing extensive documentation to clarify the practices adopted prior to the consortium’s acquisition.

Financial impact and future

This is not the club’s first financial setback in recent years. In addition to the FA fine, Chelsea had already been penalized by UEFA with a €10 million fine in 2023, as well as a sanction imposed by the Premier League in March of this year.

The total value of fines applied by the three bodies now exceeds the £18 million mark. With the transfer ban suspended, the club’s future depends on its administrative conduct over the coming years: should further similar infractions be detected by June 30, 2027, the prohibition on registering new athletes will come into effect immediately.
