Flamengo’s Deliberative Council Approves Bylaws Reform for Professionalized Management

Flamengo’s Deliberative Council has approved, with an overwhelming majority, a historic bylaws reform aimed at modernizing administrative practices and professionalizing the management of the Rubro-Negro club.

In a move marking the most significant structural change in the last three decades, Flamengo has taken a decisive step towards modernizing its internal guidelines. During a vote held last Tuesday (15), the council members approved the bylaws reform with an impressive 92.39% of votes, consolidating a new paradigm for the institution’s administration.

The initiative, spearheaded by president Luiz Eduardo Baptista, known as Bap, has as its central pillar the transition to an executive model. With this change, strategic areas of the club will be led by paid professionals selected based on strictly technical criteria, aiming to increase transparency and efficiency in administrative decision-making.

The New Organizational Structure

The new administrative setup establishes a clear division of responsibilities. Mengão‘s day-to-day operations will be managed by a General Director, focused on the corporate sphere, and a Football Director, responsible for the demands of the professional team and youth categories.

To ensure that professional management does not operate in isolation, the Management Council (COGE) was created. This body will monitor goals, risks, and performance indicators, maintaining strategic control without directly interfering with daily operations, thus preserving the balance between technical execution and deliberative oversight.

The measure seeks to align the club with global governance standards, ensuring that management is guided by performance metrics and not merely by political appointments.

Preserving the Associative Nature

It is important to emphasize that, despite the professionalization, Flamengo will not transition to the SAF (Sociedade Anônima do Futebol – Football Anonymous Society) model. The club maintains its status as a civil association, remaining under the control of its members.

The club’s democratic structures remain unchanged. The Deliberative Council continues to be the highest decision-making body, while the Administrative Council and the Fiscal Council maintain their oversight responsibilities, ensuring that the new administrative format is under constant supervision by elected representatives.

Focus on the Field

While this administrative transformation takes place behind the scenes, the Rubro-Negro squad remains fully focused on the challenges on the field. The club is preparing for a decisive confrontation against Del Valle (ECU), for the return leg of the Libertadores quarterfinals.

The match, which takes place this Thursday (17) at 9:30 PM (Brasília time) at Maracanã, is seen as a crucial test for the team. The squad, led by the technical staff, aims to confirm qualification, counting on massive support from the fans in the stadium.
